warning- bzrtools.dev will be broken today

I'm merging the parent-management apis that were approved for 0.11
today, this will break bzrtools' test suite.

Just a heads up... I dont have a fixed bzrtools handy just yet, but time
permitting I'll do a fix for Aaron myself. Aaron, if you want to fix
this yourself, its quite simple - the special case for when arch history
is inaccessible just needs to change, rather than setting the
inaccessible parent as a pending merge, just call
set_parent_ids([inaccessible_parent_id],
allow_leftmost_parent_ghost=True).
