Depending on which spec is desired.

As you point out, it would be a problem for security reasons to allow
bzr to create symlinks pointing to anywhere and then write to the
destination.

But a probably more reasonable spec would be to just keep the symlinks
where they exist, and not to create any other. I mean, in the
repository, these would be only plain files, and "checkout" would
check out the files. It doesn't solve all the problems, though.
