Agreed. I opened a bug:
https://launchpad.net/products/bzr/+bug/57123

I don't know if we want to support unicode options, but this should be
fixed. Probably too late for 0.10, since my best thought is that it
should be a new Exception that gets raised, which is a small API change.

I'll work out a fix this week anyway, and we can decide if it is trivial
enough for 0.10. (Most likely it will be an 0.10 fix).
