I'm in favour of it going in as a non-default format for 0.10. It's a
substantial win, it's a good improvement for people who want to use it,
and having it in the main tree lets it be tested in more different
situations.
On the minus side, if we put it in for a release we're committing to
supporting it in the future. But the framework for upgrade and testing
means that doesn't cost too much.
I don't think we should make it the default for 0.10 because 0.9 won't
be able to read it, and there may be more we want to do in future. I
don't want to have little upgrades every time.
