If we support copy, people will expect us to support it properly for
merges and other tree operations, and I think that would be a reasonable
expectation.  But there is no known way to support copies in merges.  We
might be able to support the special case of splitting one file into two
pieces.

But I don't think we should support copies unless we can support them well.
