Weekly 0.10 release status

I could do this job. But I prefer to use SCons instead of Make to obtain
real cross-platformity. Or even simply self-contained python script that
will be invoked via make, e.g. ./tools/htmldocs.py

I keep sources of my own site in RSTX format and upload to server via
FTP. I think for bzr site we need to use SFTP.

To work on this task I need some consultation about how to configure
access to bzr server safely.
