[MERGE] benchmark display

Hi all!

Please find the script and tests for generating the  benchmark overview 
attached. It aims to implement the Performance-History spec 
(http://bazaar-vcs.org/PerformanceHistory).

The patch adds tools/benchmark_report.py and needs performance history
data.  Performance history data is generated by a separate patch (posted
here earlier and not yet integrated into the mainline).  For playing
around you may also utilize some of my test data from recent
bzr.dev revisions in http://merlinux.de/~jan/bzr.dev-benchresult.txt.
