[PATCH] 'make docs' little improvements for cross-platform compatibility

This change was suggested by Robert Collins (see bug report 
https://launchpad.net/products/bzr/+bug/55134).

He also suggest to change name of rst2html binary to use simple 
'rst2html' without '.py' extension on Linux.

I recently install docutils-0.4 on Slackware Linux v.10.2. I install 
docutils from source tarball. After installation in system I have 
'rst2html.py' executable script and no 'rst2html'. So I slightly 
hesitate here.
