[merge] allow 'bzr branch' even if parent is not accessible

Can we at least bring in the fix? Because as it stands bzr fails to pull
certain branches. (It succeeds to pull all the data, but fails to set
the real branch parent)

It is possible to happen for people pulling from my branches (though I
tend not to work directly on my server as much). It certainly happens
for Mattheiu Moy's branches.
