[merge] remove a couple mutters

Our current code actually spends quite a bit of time muttering about
what it is about to do. Especially when it is doing a partial commit in
a kernel sized tree.

The attached patch just silences a few mutters. It shaves a couple
seconds off of a partial commit in a kernel sized tree.

But mostly it keeps ~/.bzr.log from getting so cluttered.
