[PATCH] TreeConfig should support sections

This seems fine to me, so the plan is:
sections in branch.conf and bazaar.conf are mapped to subsections in
locations.conf which look like:
[url-or-path]
...
[[subsection]]
+1 from me on that concept. For the TreeConfig patch I'd like to suggest
we get it and the fix to do subsections in in one merge, as they are
quite closely coupled. But thats a suggestion not a requirement from me.
