[MERGE] Makeing WorkingTree nicer to derive from.

So heres a final patch for approval:

It replaces the tests as I had done previously, with the change Martin
requested to the bare except. It does not test the lock order on the
tree - I really dont think it is good to have that test be an interface
test. nor be done on a tree format that is about to become non-default,
on something that IMO cannot be broken.

If common opinion changes, I can resurrect the test and put it in
against WorkingTreeFormat4 when that is done, but thats later.

Seeking a final +1.
