[MERGE] Some small fixes for bzr-hg

Hi Robert,

I'm seeking a +1 on the following changes to bzr-hg:

 * Add a few stubs to make 'bzr check' and 'bzr info' happy.
 * Ignore *.pyc files.
 * Add setup script.
