[MERGE] bug #32526 uncommit -r 10 off by one

It was decided that uncommit -r should uncommit *to* the supplied
revision, rather than uncommitting the revision itself. It is a little
bit safer, but mostly it makes it act more like other commands (like
revert -r10).

The attached patch implements this. (And also cleans up the uncommit tests)
