[patch] 'bzr mv' with no arguments breaks

Then we have a severe bug in WorkingTree. Because in my
blackbox.test_non_ascii I was using 'bzr ignore' to change the ignored
list, and then using WorkingTree.unknowns() to find the unknown files.
And 'bzr ignore' versions .bzrignore if it has to create it, but it was
still showing up as an unknown file. *And* I believe WorkingTree was not
using it. Most likely because it was caching the ignore regex.
