Failures to load plugins do produce tracebacks in .bzr.log. Errors like
NotVersionedError don't produce tracebacks on the console, which I think
is right, but they also don't produce tracebacks in .bzr.log, which I
think is wrong. Sometimes a NotVersionedError will be spurious, and
it's helpful to be able to track it down by reading the log. (Though
running with BZR_PDB=1 is an alternative.)
