[merge] SFTP tests run and pass on win32

The attached bundle changes how the StubSFTPServer works when on
Windows, so that it can talk back and forth for the test suite.

All the SFTP tests seem to be passing (where they aren't broken by a
different non-sftp related bug).

Reviews are welcome. I have a few more win32-related fixes coming down
the pipe, but I'm trying to break them up so they are easier to review.

This test also fixes a small bug where sometimes windows likes to return
a lower case drive letter, and other times an uppercase.
(Raw cmd.exe causes capital letter, running win32 python inside a cygwin
shell returns a lowercase letter).
