[RFC] BzrTagging updates

I meant the other way around; they both have NEWS files, but they're
different and unrelated files.


Anyway, I think we're done here; we've pretty well plowed up the
ground of our disagreements.  Now we just find a bookie and start
laying bets on whose side will be taken by whoever ends up writing tag
support    8-}
