[bug] bzr commit with nothing changed fails with the wrong exception

Sounds like a bug in the blackbox tests. I routine capture out, err from
self.run_bzr in blackbox tests and check for the output to be what I
want.

This is important to ensure that deprecation warnings, actual exceptions
raised, and UI decisions, are accurately tested.
