Detecting out of date checkouts, plus bind without arguments

At one point, the idea of location aliases was tossed around, which
would lead to commands like

% bzr bind ^desktop/thisprog

I vaguely recall that a 'bzr rebind' (or 'bind' doing such without
args) was discussed during the bound branch implementation, and was
dismissed on the theory that you wouldn't really unbind transiently.
