I think if we support 'copy' as metadata, there is some risk that people
will expect copy + delete to be treated as a rename.  And some risk that
people who are writing importers for Hg, SVN, and similar systems will
fail to treat copy+delete as a rename for bzr.

But I'll agree that the positives probably outweigh that negative.
