There is that, too.  Makes tab completion nicer.  I did mean to
differentiate between it and 'branch.conf', the file in .bzr/branch/
that currently holds branch nicks and little else.

I agree about the need for consensus.  I've previously discussed this
with Martin and Robert, and they were fine with it.  But I can wait and
see if they've had second thoughts.
