I still believe that we need two different categories of ignores. The
only ignores I will ever put into a project's .bzrignore file are those
that are created by the build/test process for the project. That means
that a rule such as .*.swp (which is only needed if a user runs vim)
needs someplace else to go (this is because the user's choice of tools
can vary widely, and we don't want every bazaar project in existence to
need to track all possible non-project ignores).
So, I'm hoping that per-user ignores are still in the plan.
