[MERGE] no default ignores

Well, my patch is up at
http://people.ubuntu.com/~robertc/baz2.0/ignored, if someone wants to
tweak it further to such a point, great.

Right now, I'm focusing on the efficiency of our local dirstate -
whipping this patch up was simply to get the thing out of the way - I
don't think this is a sufficiently large part of our user experience to
warrant spending a huge amount of time on *at this point*.
