Win98 is 8 years old, and 3 Windows versions have come out since then
(ME, 2000, XP), not counting server versions. Also, any hardware
running Windows 98 is unlikely to be fast enough for bzr. I would be
happy to declare that we don't support win98 and don't plan to support
it in the future.
