[MERGE] hide old diffs in bundles

Hi all,

Several people have complained about the way bundles show diffs for all
revisions, making navigation confusing.  This patch is a stopgap to
base64-encode the diffs of all old revisions, while showing the diff of
the target revision.

Hiding all data about old revisions will require a format bump.
