I just committed the attached change to my jam-integration branch. I
think the biggest problem was that the comments were my 'encoding'
branch would fix these things, so Martin was waiting for it to show up.

With the help of Martin and Wouter van Heyst we've been cleaning up the
branch to get it ready to merge into mainline. In the short term, if
someone gives it a +1, I'll merge the fix into bzr.dev so it doesn't get
forgotten.
