strange error: Stored revisions missing from inventory (bug?)

Today I do upgrade of some my branches and got strange error message:

bzr: ERROR: Internal check failed: Stored revisions missing from
inventory{bialix at ukr.net-20060215194333-e06c0b7114e25072}

All three command (upgrade, check, reconcile) give me this error. I
don't understand why. Another bzr commands works normal. Copy of this
branch (via push) was upgraded successfully. But bzr branch create repo
with the same defect (i.e. bzr check in branch give me the same error).

One reason I can see is this revision was uncommitted.
Is this a bug or I accidentally broke my repo?
