Branches on http when serving hidden files is disabled

I'd suggest not adding a way to do that in the UI at first, or at
least, leave it undocumented for some time. Branches using _bzr will
be unusable with bzr 0.8 which is supposed to be able to use the
future formats for at least 1 year.

Ideally, version 0.8+1 would accept _bzr, and version 0.8+2 would be
able to create it. In case someone really needs _bzr, he can anyway do
the "mv" manually, and do the first upload manually.
