Branches on http when serving hidden files is disabled

I think we should rename ~/.bazaar/branches.conf to
~/.bazaar/locations.conf.  And make it cascade.  Then we can do

[sftp://]
visible_control = "yes"

But it might also make sense to have treeless branches use _bzr by default.
