[merge] push only pushes history (w/ tests)

Attached is a patch and test for 'bzr push' only pushing the relevant
history.

The changes are present in jam-integration, just waiting for a +1 to
merge it into mainline.

Is there a bug number associated with this? I couldn't find a specific
bug on it.
