Basically yes.  

In the release that does this everyone will have to add the previously
default files to their ignore file or everything will start turning up
as unknown.  You could have automatic behaviour that updates it or
continues using the defaults if this is detected but it's probably not
worth the complication - just fix it up once and you're done.
