how to read specification?

Is there some additional info on this topic? I have some ideas how to
implement support to case insensitive filesystem, and want to read at 
first existing thoughts. May be I don't say anything new.

If there is no detailed specification then I send my proposal to the
list because I don't have permissions to edit specification.
