Actually, these should be "Recommends", not "Suggests":
Recommends
This declares a strong, but not absolute, dependency.
The Recommends field should list packages that would be found
together with this one in all but unusual installations.
Almost all archive tools auto-install recommends. If someone finds
themselves in the place where they don't have it and it ought to be
there, I suppose I ought to have a custom patch that tells people what
package they want.
Interesting question - should bzr (or other programs) have a place where
I can put text in there for missing tools that's distro specific? Like
"Hi! You don't seem to have the patch program. <insert distro text on
how to cope here>"
