Yup. The reason it's in bzrtools is that I wanted to scratch my personal
light-checkout itch, did not want to bother implementing the full
semantics (that lifeless promptly explained to me). Also, I did not want
to spend time writing tests.

I think switch does belong in the core, the bzrtools implementation is a
just a proof-of-concept implementation restricted to light checkouts.
