[BUG] bzr-0.8: ftp transport is broken

I try to publish my new plugin via ftp and unable to do this.
First time bzr fails with error:

bzr: ERROR: ftp does not support append()

Second push to the same location get me different error:

bzr: ERROR: File exists:
u'ftp://h2.prohosting.com.ua/public_html/bzr/bzr.win/plugins/show_paths':
550 Can't create directory: File exists


And what I should do?
