Instead of debouncing, I'd rather not display a progress bar at all,
unless we know it's going to appear for more than a split second.

Of course, the problem is that one-phase progress bars (like the knit
index) will never appear, because we would only know they'll be onscreen
for more than a split second after all their progress has already been
handled.
