A bzr announcements list?

It's one of those "extremely low volume". As in we only really announce
releases. And I suppose if there were critical bugs, they would get
announced there too. (No pictures of children posted :)

I think it would make the most sense to create a bzr-users list. It
probably would also help determine whether someone wants the detailed
answer, or just the "do this to make it work" answer.
