A bzr announcements list?

This list is very high volume, and is definitely too much for a casual
user to follow. I think an announcement list would be a good idea. It
could get the following kind of traffic:

        * Announcements of new releases.
        * Requests for testers for release candidates.
        * Announcements of new plugins or new plugin releases.
        * Announcements of the new name of the bzr domain.
        * Announcements of important new bzr documentation.
        * Calls for suggestions for Summer of Code projects.
        * Alerts about security problems.
        * Calls for papers to bzr conferences.
        * Information about bzr lottery winners.
        * Pictures of children named after bzr developers.
        * Anything else bzr related that all users should know.

(Some of those weren't entirely serious.)

I suspect the list should be moderated to some extent, and if messages
posted to it don't have a Reply-To header, the list should add one
pointing to this list.
