why two blank lines in commit message template

Ah, now that I didn't know.  I'd assumed that the commit stripped off
trailing whitespace; I would think that would be the appropriate
behavior (and leading whitespace too, for consistency, but that's
another question).  It feels nice to me having a hunk of blank space
between what I'm typing, and a little metadata that exists just to
hint at me anyway.
