New ignore glob matcher for 0.8

But for large trees with lots of ignores it's still nice, so it'd be
good to get it merged, before 0.8 preferably. I haven't done any tests
lately, but in the past on big trees it's not like bzr is so fast that
we want to be leaving easy optimisations out.
