[PATCH] use pycurl only when engine initializable

Yes. This error simpliciter depends on my internet connection. When I'm 
online -- pycurl works OK. When I'm disconnect from Internet -- pycurl 
is raise error. I don't know why. I don't dig deeply. I'm not expert in 
this details. But I think there is need to consult with authors of curl 
library and maintainers of windows version.
