[BUG] 'bzr push' requires a working tree

I was playing with the new knit format, and I wanted to move my knit
repository from my local machine to the local server. When I went to
push over sftp I got the error:
$ bzr push sftp://<public>
bzr: ERROR: No WorkingTree exists for <cwd>/.bzr/checkout
Note that there is no '.bzr/checkout' directory. And I don't believe
that push should explicitly require a working tree.
Though I guess this would be better served by making 'branch' support
creating remote branches, and not using 'push' for this anyway.
