[MERGE REVIEW] Move BzrBranch.get_revision_delta to Branch

Hi,

The attached patch moves the get_revision_delta() function from
BzrBranch to Branch. Reason for this is that the function is generic
enough to be usable for other Branch implementations. There was
previously also no stub function for get_revision_delta() in Branch.

This change is also available from my integration branch at
http://samba.org/~jelmer/bzr/integration
