[MERGE] Change the basis-inventory logic to use a single file.

This is a merge of John's work, tweaked for the current status of the
code base.

It:
 * Removes the basis-inventory.* idiom and uses
just .bzr/checkout/basis-inventory
 * Adds an optional revision-id to the serialised inventories in the
inventory store.

Adds tests for the same.
