[MERGE] Handle lock contention on NFS

Unlike local filesystems, NFS produces EBUSY when you try to rename a
directory on top of one already present. This patch fixes that.
It also adds a FakeNFSTransport to use for testing NFS-specific
behaviour. It also adds support for the fake NFS transport on the
commandline:
bzr selftest --transport fakenfs lockdir
All the lockdir tests pass, but others which assume a local transport do
not.
