[RFC] remove break-lock?

break-lock does not work as advertised:

It doesn't break locks, and it doesn't handle anything except
repositories.  Even if it was hidden, I would expect it to work, but
it's not hidden, it's fully-visible.

It piggybacked on the LockDirs merge, but I think merging it was a
mistake, and we should take it out until it does work as advertised.  I
just wasted a good 20 minutes on it.
