I thought you were saying we should remove it because it only is useful
for people who already have bzr.  But it is not the only thing on that
page that is only useful for people who already have bzr.

For people who have bzr, it is a valid branch, and it is very useful to
be able to get an exact copy of that branch.  It is much faster to make
an rsync copy and do a checkout from that than it is to download a fresh
copy of bzr.dev via http.
