The branch command always uses the same format as the source branch, so
it doesn't take a format parameter.  That may change.

bzr help init | grep -c format

| What is metadir?

Metadir is a format that splits .bzr into three subdirectories, one for
the repository, one for the branch, one for the working tree.  This
format is required to use shared repositories, checkouts, bound branches
and knits.

It will be the default format in 0.8.
