minor bug in nested pb support

pb.note() appears potentially confused now:

../integration/bzr pull
Using saved location: ../integration
- [===================================================] copying
revisions 33/33Inventory ok.
All changes applied
successfully.                                              
4 revision(s) pulled.                                 

Note the 'Inventory ok.' - that should have cleared the current pb,
emitted the note, and restored the pb, which it did except for the
clear() operation.

Thats coming from reconcile which does use the nested api.
